For a moment last week, it looked like the House of Representatives might vote on an immigration bill, something they have successfully avoided since the start of this Congress.

The bill, called the ENLIST Act, would allow undocumented immigrants who want to serve in the military to enlist and grant them green cards once they do. It was written by Rep. Jeff Denham (R-CA), and 26 Republicans have signed on as co-sponsors. Denham has been lobbying Republican leadership to allow him to include the ENLIST Act as an amendment to the defense authorization bill.

It didn't take long for the idea to be squashed, with Majority Leader Eric Cantor vetoing Denham's idea. But just as House Republicans' inaction on broader immigration reform has prompted the Obama administration to consider administrative reforms to help undocumented immigrants, there are two things the military can do without Congress to open up registration to immigrants and their families:

Expand the Deferred Action for Childhood Arrivals (DACA) program to include participants. The Deferred Action for Childhood Arrivals, or DACA, program temporarily protects young undocumented immigrants (DREAMers) from deportation and allows them to work legally in the US if they meet certain requirements. But it prevents DACA recipients from joining the military. The Department of Defense can change that.

Stop rejecting recruits because they have unauthorized relatives. Last year, the Obama administration allowed relatives of current or former military personnel to apply for another type of protection from deportation called "in-country parole."

At the same time, the military passed a new rule that completely gutted the policy -- barring US citizens from registering at all if they have a spouse or child of an illegal immigrant. According to the Wall Street Journal, her recruiter said she would have to divorce her husband to take the job. When members of Congress asked top military officials about the policy, the military said it would begin a 60-day review. The review is still ongoing, five months later.

According to Rep. Luis Gutierrez (D-IL), the Department of Defense is reviewing both of these policies and a decision will be available soon. The Department of Homeland Security also said the same about a broader review of deportation policy. The question facing both is: how much longer?

UPDATE: Rep. Jeff Denham (R-CA), author of the ENLIST Act, said he "welcomed" an executive action like this one that would allow illegal immigrants to serve in the military:

Indian company DACA War Trucks showcased its new Dawon all-terrain vehicle (ATV) and revealed the development of two new combat vehicles during DefExpo 2022 held in October. The firm specializes in the design and development of combat vehicles, logistics equipment and the improvement of existing vehicles.

Green Cards For Military Spouses

DACA offers upgrades to the Recce Gypsy 4×4 vehicle used by various armed forces. Yash notes that the gypsy car has off-road limitations. To improve this, DACA launched a pilot project offering a new suspension system that could be fitted to existing Gypsy vehicles. This significantly improves off-road mobility and improves vehicle stability at high off-road speeds.

Yash revealed that the Enhanced Recce Gypsy was tested and used by two armored regiments, understood to be the 48th and 70th Armored Regiments. He said it would soon be adopted at the command level. This upgrade also includes large fuel and water tanks, an external roll cage and a snorkel, among other things.

In collaboration with Avision Systems, the DACA-enhanced Recce Gypsy was tested with stealth PALM-30 ammunition. Yash said the test, which uses a single PALM-30, is to determine system compatibility. Gypsy is capable of carrying a variety of PALM-30 ammunition and will soon be ready for test firing.

Yash also provided details on the Eklavya MRAP armored vehicle developed by DACA. It was designed primarily to demonstrate technological capabilities. The vehicle seats six and has a cargo space of up to 2.5 tons of cargo. Eklavya will be used as a template for the light multipurpose vehicle (LAMV) offered by DACA. In response to follow-up questions, DACA War Trucks co-founder Gopal Krishna stated:

“Eklavya is the platform on which our version 2 of LAMV will be based. We have already responded to the RFI from the MOD for the LAMV. In addition to being highly mobile thanks to its 26-inch wheel travel, Eklavya has a three-layer passenger protection system that reduces the impact of blast waves by up to 40%.

The DACA Dawon is described as a general-purpose utility all-terrain vehicle that has been designed from the ground up to have better cross-country mobility than existing platforms. It is designed for cruising at high speed over rough terrain with cargo. The vehicle will use a Caterpillar engine, Allison transmission, DANA differential and four-link spring suspension. Yash revealed that the Dawon prototype was being tested by the Indian Army's Northern Command.

On November 7, the Indian Army issued an RfP seeking 250 all-terrain vehicles. It must have a curb weight of less than two tonnes and can carry at least four workers. Other requirements include a range of more than 400 km, a speed of more than 40 km/h, a payload of more than 600 kg, an engine of more than 150 hp, 'heliportability' and the ability to operate at an altitude of 17,000 feet. The ATV will primarily be used by the Army's Eastern, Northern and Central Commands.

Dawon is offered for 4×4 vehicles and Army General Service ATVs. Gopal confirmed that the Dawon needs some minor tweaks to meet ATV needs. Dawon's initial content will be 85%.

DACA War Trucks is developing two new 4×4 products called Aerawat and Sanjeevani. Aerawat is described as a "next generation cargo vehicle platform". It will have 20,000 liters of cargo space on a 4.5m wheelbase. When asked about the relationship between Aerawat and Eklavya, Gopal explained:

“Eklavya is a different platform. Aerawat is different. It is a combat logistics platform that offers the ability to mount higher caliber weapons such as 40mm guns for convoy protection, and the special design protects the vehicle from attacks typically faced by logistics convoys such as you may have seen in the Russo-Ukraine war.

The vehicle will be designed to be highly mobile and stable. It will be available in two suspension options: a four-link coil-spring suspension and a double-link independent suspension, both with high articulation even at full load. It has a Meritor differential, Caterpillar and Allison transmission engines.

The vehicle will have a self-healing aid in the form of a triangular track, making it autonomous for intensive combat replenishment operations. Gopal told

“This triangular track is part of the vehicle. It can be lowered when the vehicle is stuck. The track is powered by a hydraulic motor and can be operated independently of the main drive.

Sanjeevani is designed as a medical evacuation platform capable of providing trauma care and first aid. It has high terrain mobility and will have an active gyro stabilizer suspension to provide stability to the treatment. Sanjeevani is an upgraded version of Aerawat which has similar subsystems and off-road capabilities.

On the development timeline, Gopal stated, "Aerawat is under development and we should start testing the first prototype by April/May next year."

In the combat logistics space, DACA offers a variety of products that have been tested and commissioned by the Army. These are sets of mobile ramps for loading and unloading tanks from trailers, metal mobile ramps for loading and unloading tanks from trains and railway crossing bridges.
